Scratch that: Never judge a dragon in general. They will always surprise you.
Anyways, continuing where we left off:
The phone slammed off, and Debra's mouth hung open for a few seconds. Then, she purposefully shut her jaw and pressed a small button. "We've got a code 919 originating somewhere near the docks. Powerful cape, Lung. Angry, but temporarily incapacitated for at least ten minutes. Anonymous tip from what appears to be a thinker, take caution. Make sure to provide radio backup where possible." She paused. "Lung's powerful. Don't send a ward, Win."
Kid Win was stuck on monitoring duty. And he was bored. He wanted to be in his workshop, tinkering. Instead, he had to be here, keeping track of three of the most annoying people to work with. Aegis was a stickler for the rules, and Armsmaster was too blunt. That was enough. But did he really need to be stuck with Shadow Stalker too? What an asshole. If he wasn't here, he could be in his workshop. With the new meds, he had actually been able to concentrate on just one project. He almost had the new mega-laser cannon done! Or maybe he could be patrolling. Nothing quite like stopping some no-good gang members from a flying skateboard.
He got the message. Somewhere in the docks?
On the map, he could see there were two patrolling heroes in that area. Shadow Stalker and Armsmaster. Better to send in good old Halbeard.
*kiirch* (the sound wasn't from the radio, he just liked making it himself. He had been messing with an old HAM recently.) "Hey, Armsmaster. We got a 919 from the Docks. Lung's been incapacitated for a few minutes. You think you can find him? Now is our chance to get him in custody! Oh, and the tipper was a thinker. Not sure if they're there or not."
Armsmaster was coasting through the docks on his motercycle. He was there, of course, because he had seen smoke coming up from between some buildings. Well, that explained it. "Understood. I think I've found him." With that, he switched off the radio. If the thinker was still there, he needed to speak to them. On the ground lay the remains of Lung. His legs seemed to be a mass of flesh, rolling around in some attempt to heal. His upper body seemed fine, except for one of his arms was just...gone. If he were standing, he'd have easily been ten feet tall. He was covered in silvery scales, and his neck and head had extended, now looking more snakelike than human. The slitted eyes snapped open, looking straight at Armsmaster. Then, the fire blasted straight out of them.
Oh shoot, Armie! RUN! Also, how do you respond? Keep in mind, you need to calm him down. Straight-up fighting him won't work for long.

*slight prologue before Lung wakes up*
Armsmaster eased up on the throttle as he approached the docks. Even from a distance away he could sense the remains of a fight. And he could detect a presence. A dangerous one.
Pulling up the PRT’s database on his HUD, he scrolled through Lung’s profile. Oh yeah, this was not a man to be messed with.
So how the hell did he get beaten like this? Hoisting his Halberd, Armsmaster went to find out.
The writhing mass that was Lung could have easily been mistaken for a giant snake orgy, and Armsmaster was frankly not sure whether that would have been the more preferable option. But as he approached, he could see Lung was hurt, badly. This could be good. Very good.
He pulled up Skype in a separate window and made a call. Dragon answered promptly.
“Hiya, ar!” she quipped gleefully.
“Hey, Dragon, check this out!” Armsmaster switched the camera to the external webcam mounted on his helmet. “Look at how the mighty have fallen.”
Armsmaster casually kicked Lung in the head, and when the figure didn’t move, Armsmaster deemed the situation reasonably safe, for the moment.
“Wow, he’s in really bad shape.” said Dragon.
“Yeah, Jesus H Christ. One arms completely gone, cuts and lacerations everywhere, and the fight definitely lasted a while, as we can see by th- *hghggndguo*”
Armsmaster choked in air and reeled back faster than he thought possible.
“Ar! What is it, what’s going on?” cried Dragon in a panic.
Armsmaster quickly killed the video feed and grabbed his manhood protectively, after seeing the state of Lung’s.
“Dear God Almighty, Dragon. THIS IS THE WORK OF FEMINISTS!” Armsmaster exclaimed, raising his Halberd, utterly terrified. “We have to shut down Tumblr immediately!”
“Can you please stop trying to shut down Tumblr, Ar?” Dragon sighed.
“You haven’t seen what I’ve seen, Dragon.” Armsmaster said remorsefully. He reproached Lung, very cautiously, and deployed an extra plate of armor over his groin just in case.
“Ah, jeez, big fella. I almost feel bad for kicking you now.” Lungs eyes snapped open. Armsmaster stared back for a moment. “oh…. shit.”
Fire erupted from Lung’s mouth.
*Resume thread*
“NEVERMIND, I DO NOT FEEL BAD!” Armsmaster screamed as he ran away. Planting his right foot and pivoting, he activated his suits built in fire-suppression system. Fire-retardant foam erupted from his arm mounted cannons, extinguishing the fire in midair.
Finding a place to take cover, Armsmaster quickly consulted Dragon.
“How’s my suit?”
“Not too bad, only minor aesthetic damage, but uh, Ar, I got bad news for you.” Dragon said cautiously.
Glancing down, Armsmaster could see the smoldering remains of his beard.
“Oh, it’s so fucking on.” Armsmaster engaged the .50 caliber autocannon in his Halberd. “You’re going down, cocksucker.”
Emerging, he sprayed heavy shells downrange, not strong enough to penetrate Lung’s armor, but enough to knock him back.
“I will take advantage of my right to bear-d arms!” he yelled at the top of his lungs.
“…that was the stupidest goddamn thing I’ve ever heard, Ar. Not that what you are currently doing isn’t much smarter. Remember, shooting him only pisses him off and makes him stronger. Ar?”
“DIE DIE DIE DIE DIE DIE DIE” he screamed.
“Aw, fuck.” Dragon sighed.

As Armsmaster sprayed and prayed, Dragon laughed.
He was such an idiot sometimes. What the hell was he doing here?
It took her only a moment to figure it out.
He's cooking Lung just so he can have the glory of taking him out!
She watched the video feed. It was mostly covered in smoke, but every now and then she could see something through the mess.
He was probably using his new fighting program to predict his enemy's movements. There was a lot of PRT footage of Lung, so Ar was having an easy time of it.
When Lung became strong enough to... slither through the bullets, Ar stopped with them and flipped around his Halberd. It looked like Armsmaster was about to enter hand-to-hand combat with a rolling mass of dragon. Covered in fire.
And he was on camera.

“Want something up-close and personal, bitch! Let’s go!” engaging the nano-molecular cutter on his Halberd, Armsmaster quickly closed the distance.
A slice up missed narrowly, but a rapid swing around caught a side of Lung’s other arm, severing it instantly. He roared in pain.
Stepping back, Armsmaster decided he could do with a little backup. “Dragon, can you put in a call to Shadow Stalker?”
After a few seconds silence, Dragon returned. “I tried but only got voicemail.”
Shit, guess I’m doing this alone then. Alright, Armsmaster, think! If I can just get enough of an opening, I can tranq this bitch and call it a day.
With a mighty cry, Armsmaster took another lunge at Lung, swinging his Axe overheard and bearing down with as much force as possible. Lung naturally rolled out of the way to dodge Armsmaster’s slow and obvious attack, but in doing so exposed his back for just a moment too long.
Raising a hypodermic needle with enough tranq chemicals in there to knock out Godzilla’s big brother, he swung with all his might, hoping the needle could pierce the armor plates covering Lung’s body.

Buzzzzz went my cell as I quickly pulled it out from my pocket, to check the caller I.D.
“Ugh Dragon.” I muttered to myself, clicking the deny call button as I shoved it back into my pocket. She was such a needy bitch…. always super serious with everything and needing assistance. Some people just have no respect for other peoples time. I quickly got back to the task at hand...
“I”d like a burrito please” I said to the Chipotle worker “with...”, I trailed off. I really wanted to ask for some of the steak but I was on a diet, and breaking it now would waste a lot of hard earned weight loss.
“I’ll just have some black beans” I decided. “Oh and add a little honey mustard and some lettuce. Oh maybe some cheese too and a little bit of the hot sauce". The employee quickly threw it together and I walked up to the register. After paying, I went and sat at one of the seats in the back. Man I could almost taste it in my mouth, in all its goodness. I quickly picked it up and took a quick lick, before digging in. Eating almost half of it in one bite. I sat back and chewed, savoring the flavor as it caressed my tongue. This was heaven.

As the needle punctured skin, Armsmaster was knocked back. As he flew, he caught a glimpse of the writhing mass, which shouldn't have had arms. What had knocked him back? Two massive wings were raised, sprouting out of Lung's shoulder blades. The wings blocked Armsmaster's view of the needle, so he couldn't tell if it had pumped.
Instead of hitting the ground, Armsmaster turned the blast back into a backflip. He landed straight on his feet, and readied his halberd. It needed a few seconds to warm up the nanobots- it had automatically shut off when he'd been hit, so he didn't cut off his own leg.
In the meantime, in came another blast of fire. He dodged, but then came another. They were coming too fast to approach, and Lung was flapping his wings. Before long, they would be powerful enough to lift him into the air.

More fire-retardant foam shot from Armsmaster's arms as he ran around the person quickly-turning dragon.
While Armsmaster had more tranquilizer, it was his last shot and he was hesitant to use it until he was was sure his first one didn't connect. He had to get around to Lung's back and check the needle. But those wings were going to be a problem.
The good news here is that while .50 BMG slugs can't penetrate the plate armor now covering Lung, the soft membrane extending between Lung's wings had no such protection.
Heavy caliber bullets ripped through the air as Armsmaster spun and dodged, whirling and firing in tandem. More and more chunks of Lung's wings were being blown apart, the the cyclone of wind he had been generating began to diminish in power. After a few more shots, Armsmaster was confident he could get close enough to slam the plunger home and put this dragon down, at least for a few hours.

The slugs tore through Lung's wings. He roared, and attempted to shoot fire from his mouth, straight at Armsmaster. Instead, Lung received a stream of fire retardant straight to the throat. As his wings stitched themselves back together, he launched himself straight at Armsmaster with his newly grown tail. A small notice popped into the corner of his heads-up display. "Subject now 14 feet tall"

14 feet, huh? Well you know, what they say: the bigger they are, the easier it is to shoot them in the face. Let's do this!
Finally unleashing his ultimate weapon, Armsmaster toggled his wrist mounted launchers from fire-retardant foam to Containment Foam. Sprinting headfirst at Lung, using his Halberd to literally slice through the fire and the flames, he got right up to the underbelly of the massive beast Lung had become.
Containment Foam erupted from his wrists, and when Lung took a step to adjust his firing angle (ha!), he found his leg unable to budge. Losing his balance, the creature fell to the floor, shaking the ground and creating an enormous sound as he fell.
Running along one of his trapped legs, Armsmaster spotted the needle still in Lung's back, plunger not depressed but injection still intact. Executing a move straight out of the Matrix, Armsmaster slid on his knees and limbo'd back under a flapping wing of the dragon before hopping back to his feet and running full boar at the wing's contact point, his blade's nano-molecular cutter spinning up and slicing flesh and scale apart as he ran while issuing a mighty battle cry. Reaching the spot, Armsmaster yanked his blade free and swung in a wide arc, slicing a wing clean off, Lung roared and attempted to bat him out of the way using his other wing. However, one swift cut of the axe split the bullet-riddled appendage clean in half. With the final obstacle eliminated, Armsmaster leaped into the air and slammed the plunger home (probably in a manner rather unsafe considering the fragile glass encasing the tranq fluid, but damn it looked cool).
"Haha, how do you like that shit, bitch?!" Armsmaster cried in victory as Lung's roars diminished in volume before stopping completely as the beast fell deep into sleep.

Fire roared for but a second. Armsmaster had launched himself away, but the injection plunger melted before the wing hit the ground. Armsmaster could see some of his suit's external sensors failing due to Lung's last ditch flare. Then, Lung dropped to the ground. He'd need a few more vials of tranquilizer before he went down, and then need to be covered in containment foam, and properly secured. As Armsmaster went to work, he thought about what to do next. He'd need to decide before he called headquarters.
Should he take full credit for Lung, and release only the part of the video where he beat him up? Or should he tell the full story? Or maybe he shouldn't release the video? Take credit without releasing the video? Whoever beat up Lung first was probably an independent cape, and thus would probably get hunted down by ABB members. Maybe taking credit was the right thing to do. Also, bringing in Lung on his own would bring glory, respect, and possible promotion.

As Armsmaster continued his idle busy work, he gave the matter some thought.
Alright, let's review: I drive in on my badass motorcycle, see Lung, kick him around a bit, and then he tries to murder me. And then burned off my beard. Fucker. Then I beat the shit out of him, have now captured him, and I have to claim my free street cred.
Armsmaster paused, thinking about the issue. Should he take credit? And then there was the matter of the video. Obviously he wouldn't release the portion containing his, uh, little outburst, but the rest of it was quality.
Pondering the issue, Armsmaster came to a decision.
I may not have been the first one here to put the hurt on Lung, but I take a whole lot of punishment afterwards trying to beat him down. The matter of his balls aside, I inflicted most of the damage here, so fuck it, yeah I'm going take credit. And who wouldn't love a little visual presentation to go along with it?
Armsmaster pulled up Sony Vegas on his HUD and began editing the video before setting it to render and uploading it to YouTube. He then asked Dragon to post it into the Parahumans online forum.
Lastly, he activated his HUD's phone and called base.
"It's me," he coldly said. "I got Lung."
